Ohio State’s money man asked for more dollars from the Higher Education subcommittee Tuesday.’These targeted investments in higher education create much needed human capital necessary for Ohio’s future,’ said William Shkurti, vice president for finance.This plea comes after Gov. George V. Voinovich’s proposed state budget slashed the Ohio Board of Regents recommendations by $191 million.Enrollment funding is money allocated based on the number of students, while performance funding is appropriated to institutions to spend on areas they feel need to be funded.’Performance funding is just as critical as enrollment funding for higher education,’ Shkurti said.Elements such as improving the area surrounding campus and developing instructional programs in emerging fields are examples of what OSU may use performance dollars for, Shkurti explained.While higher education in Ohio is feeling the pinch of a tight budget, members insist that this aspect is vital to the future of Ohio.’We believe that over a period of time this type of funding will save the state millions of dollars,’ said Elaine Hairston, chancellor of the Ohio Board of Regents.Performance funding centralizes the decision of capital expenditures to the campus level, she said.Traditionally, enrollment decided the fate of higher education funding, but demands are changing.’Enrollment funding must be complemented by performance funding,’ said Matt Fillipic, vice chancellor of the Regents. ‘These two types together form the core funding for our campuses.’
